Please try the Newham Council Penalty Charge Enquiry Form here again.

Please fill in the form once for each of the four PCNs, PN3987672A, PN39795559, PN39833603, PN39781678 to see can you get copies of the Notices of Rejection, is there are any. Fill in any further required details, such as your name and address, phone number etc.

Select the first option in the drop down box (Please select the nature of your enquiry) at the top, ie "I have submitted a PCN challenge or representation, but have not received a response".

Please take a screen print of the form submission page for each PCN.

Please don't go into any unnecessary details about the PCNs. The objective is simply to get sight of the Notices of Rejection for each PCN, if any exist.

Have you had any response to your Subject Access Request? Yes or no?
Have you had any response from Councillor John Morris? Yes or no?
And did you contact Bailiff Advice Online about Rundles? Yes or no?

The bottom of the letter is missing, please post it up. Better yet can you get all of the page onto one image an post that up.

You mentioned previously that you only have the first letter from the Tribunal because it was attached to an email. What date is on the email? Please post up the email.

At last we have sight of the Notice of Rejection. And it's confirmed that it has been sent to an incorrect address.
I assumed the Notice of Rejection was emailed to you? When exactly did you receive it?

And please confirm that you have not been resident at 12 Cumberland Road, E12 5AZ for six years?

I will try and write something for you to send to the tribunal.

Can you please find the two letters that you received from the Tribunal and post them up, since they are no longer visible on this site.

Did you contact Bailiff Advice Online about a payment plan for Rundles?

The one from the PCN clearly has screws at the end of the plate whereas your pic doesn't - looks like a clone. Need to report it (although someone else here had trouble getting a crime number out of them). Expect more PCNs....
You need to report the cloning to the Police and get a crime reference number. If the Police give you the run-around then try https://www.actionfraud.police.uk/ . That's what a another recent poster had to do.

You also need to inform the DVLA, try phoning 0300-790 6802 as I'm not sure you can report online, who will put a marker on the VRM. The DVLA will want the crime reference number. Then prepare to be stopped by the Police yourself as their ANPR will flag up your car as a possible clone.

The fraudsters will likely look for another VRM to clone after a couple of weeks, to avoid being stopped by the Police.

The differing screw positions suggest that the clone is not the exact same model as yours. Take some close-up reference photos of your car. All sides of the car.

At first sight there appears to be yellow lines between sections of the barking bays. Presumably to protect the vehicle crossovers.

Are you saying that this yellow line is running through a painted parking bay?

I'm not sure they can enforce "obstruction" under the TMA 2004, but somebody on here will know, I'm sure.
"92 - Parked causing an obstruction" is a contravention for off-street car-parks.
So this location has to be an off-street car park or the PCN is void.
I imagine that there would need to be an off-street parking places order to enforce?
However the sign suggests that this is a permit parking area. But there doesn't seem to any permit identifier on the sign.

And please don't redact anything other than your name & address from documents where present, including the PCN. Leave everything else visible.

Don't use IMGUR. It doesn't work in the UK at the moment. Try https://imgbb.com/ instead. You can create a free of charge account.

Are there any updates with your problems.
Have you had any response at all to your Subject Access Request and the two follow-up emails?
Did you fill in the Penalty Charge Enquiry Form in my post above?
Did you go to Councillor John Morris's surgery? What did he say?

None of the photos on the Redbridge site show a PCN stuck to the windscreen. Which is unusual unless this was a driveway before the PCN could be served.

And in case it becomes relevant my understanding is the the last character of a PCN number is a checksum and can be a numeric or the letter A. This suggests to me that AF10903686 is the PCN immediately following AF10903675.

At a guess it seems that AF10903675 was attached to the car window at some point. Father found it and paid it.
However a second PCN AF10903686 had been issued, maybe because the first had a mistake. The second PCN wasn't attached to the car. At the moment there is no proof of any of that, other than father paid a PCN.

So I suggest you ask for copies of all three PCNs or failing that full details of all three PCNs, the dates, times and locations of issue, the alleged contraventions, the CEOs badge numbers, copies of the CEOs contemporaneous notes and all photos associated with the PCNs. Not just the few that are on the website.

I see a slightly different message, purple/blue boxes with "Content not viewable in your region". And now I can't even get to the IMGUR login.

Seems IMGUR have imposed a geoblock on all UK IP addresses.

I suspect that this announcement from the Information Commissioner's Office has something to do with it.

How much is the Charge Certificate for?
When did you make the payment?
And how much did you pay?

The contravention on the PCN is incorrect. At least for PCN AF10903686 and assuming the photos are applicable to that PCN. That's why I asked where he was parked relative to the sign.

If father has encroached into the loading restriction then the contravention should be 02 Parked or loading/unloading in a restricted street where waiting and loading/unloading restrictions are in force.
His Blue Badge wouldn't have provided any exemption.

However the above contravention is not alleged. It's 01a Parked in a restricted street during prescribed hours.
Father is entitled to a 3 hour exemption for parking on a yellow line where no loading restrictions are in force. So this contravention did not occur.

I would challenge and appeal on the basis that the alleged contravention is incorrect.

Incidentally the suffix "a" in the contravention is for a temporary traffic order which does not seem to be correct either.

However I still think it would be useful to find out the contravention, location and photos for PCN AF10903675, the PCN that father's payment has been applied to according to the receipt.

And likewise AF10804083 which the Council says hasn't been paid. Judging by the serial number this might be an earlier PCN.

I think you're on your way to the London Tribunals to sort out this mess.
