What date did you email your SD to the TEC? And what time is the TEC's acknowledgement receipt?

A missing revoking order from the TEC is not too surprising. Since Covid struck they seem to suffer delays in getting letters printed and into the post. Sometimes weeks rather than days. Before Covid letters were usually posted 1-2 days after printing. But it should eventually arrive.

The TEC will use whatever address you put on the PE3 declaration form. They will have informed TFL of the SD and the address on it, in theory electronically and on the same day if they received your declaration before 4pm on a working day. TFL would/should have updated the address if the one from the TEC is different.

The TFL log says a PCN was "batched" on the 23rd Sep. So we can expect that it was actually posted on the 25th Sep. I would imagine that it should have arrived yesterday or today.

I suppose it's also possible that the TEC haven't actually processed your SD and issued the revoking order as yet. TFL might have jumped the gun and anticipated that the TEC will do so and put the batched PCN into some sort of hold/pending queue. But batched (a data processing term) in this case usually means print PCN and post.

Is there anything unusual about your address? EG a sub-division of a larger property like 123, 123A, 123B etc. Or maybe no property number at all, just a name? Or two properties combined into one? Anything at all?

On the 23rd Sep TFL issued a replacement PCN in respect of your missing ULEZ PCN and the SD you submitted to the TEC.

Has it arrived with you and when?

A bit of digging around on their website shows this.

Suggests you'd be safe to try an appeal with your mitigation. The discount should be reoffered if you are rejected.

"If you have received an Excess Charge Notice (ECN) parking fine, you may appeal against the fine.  Alternatively, pay a parking fine.

All appeals must be in writing and received within 14 days of ECN issue.

Please bear in mind the following:

The penalty is held at the reduced fee of £30 whilst the notice is in dispute.
Your appeal will be given careful consideration and you will be notified of the outcome within 20 working days.
If your appeal is unsuccessful you will have 14 days from the date of the correspondence to pay at the reduced fee of £30, after this date the fee will increase to £60.

Unfortunately this is an Excess Charge Notice. ECNs are mostly discontinued by decriminalised parking rules. So you are unlucky.

ECNs are very hard to challenge and will involve a trip to a Magistrate's Court if you don't pay. And the Magistrate has little latitude. It's basically did you pay the excess charge? No = Guilty. Nothing to do with mitigating circumstances.

So I'm going to suggest that it's not worth the hassle trying to fight it. Unless somebody else can find a fatal fault with the ECN I'm going to suggest that you pay whilst you have a discount.

I suppose you could try a humble letter of apology. Include a copy of the BB. Forgot to display my BB, terribly sorry, an honest mistake, could happen to anyone, I wasn't attempting to evade a charge, my first offence, etc etc and so on in that vein. Please use your discretion to cancel the ECN.

But only go that route if somebody on the forum can confirm that they will reoffer the discount if they turn you down. They're under no obligation to reoffer for an ECN.

PEC means ? Did you mean TEC (Traffic Enforcement Centre at Northampton County Court)?

And whose number have you been phoning? Newham Council or the TEC?

But does the OfR document itself have your correct and current address? Or is it the old address?

Don't submit the PE2/PE3 until it's clear what you're going to say about being late.

Also you updated the V5c RK address on March 15th. The contravention was Feb 25th When exactly did you move?

The 18th of April PCN, the earlier PCN being pursued by the bailiff is for "Stopped on a pedestrian crossing or crossing area marked by zigzags".

Be aware that unless things have changed this contravention can also be enforced by the Police. In which case you'd get a Fixed Penalty Notice and three points on your license. So I suggest you don't do it again.

Somehow lost in the post in less than five months are:
2 x Postal PCNs,
2 x Charge Certificates,
1 x Order for Recovery,
1 x Bailiff Notice of Enforcement.

All that is a symptom of an incorrect address. Have you phoned the TEC and asked for for the addresses registered with them for the Orders for Recovery? Especially the house number and the postcode.

I'd also check your driving record with the DVLA and make sure you haven't had any points added that you don't know about. You can do this online.

I forgot to ask this. Does the Porsche have a personal registration? Or has the registration been recently changed for some reason?

As I read the VCA database the Boxster type 987 was introduced in May 2005 and all models are certified as Euro 4. Prior to the type 987 all Boxster models are certified as Euro 3.

It seems to me that the OP's Porsche is a Euro 3 spec as it was registered in March 2005 and predates the type 987. Those models might meet the Euro 4 standard but Porsche never had them certified as such. If the OP obtains the type approval cert from Porsche then it's likely to say Euro 3 and/or EC 2000. But worth checking anyway.

The inclusion of the Euro class on the V5c and presumably the DVLA record is a much newer innovation, came in around 2018 I think. So any request for information on an older car won't include the Euro class.

AIUI the ULEZ system will check for compliant NOx if no Euro status is available. The OP's car has complaint NOx. Seems Birmingham's system lacks such refinements.

I even have another PCN for speed assess sent to my registered address but never and nothing regarding that PCN which Im asking for help with now. So address is not an issue.

"speed assess"? do you mean that your have received a Notice of Intended Prosecution for a speeding offence? Or what exactly? If you've received any form of notice concerning a speeding offence then you should start a separate topic in the 'Speeding and other criminal offences forum'.
