Hello.

A PCN has been received from Wing Parking for 'Not clearly displaying a valid permit' in a housing estate car park. A valid permit had been displayed on the offside of the vehicle (driver's pillar window).

Due to the overgrowth of the ivy bush in the photo obscuring the windscreen the driver thought to place the permit at the pillar window of the vehicle where it would be seen by the PA. Obviously the PA did not observe the offside of the vehicle as there are no evident photos taken.

The print of the PCN is very faded but what I'd like to point out is that the PCN doesn't contain details regarding the FoPA, no observation time etc.

Can anybody give advice on how to appeal this PCN or can possibly share a template appeal?

If Wing Parking were to come back with a NTK can I appeal prior to that on the fact that the vehicle was not observed all round and the parking permit was actually displayed on the offside of the vehicle? (driver's pillar window) which is still visible. Their photos does not show the offside of the vehicle.

Whilst I have 28 days to submit an appeal. Any templates to use on the fact that a parking permit had been displayed? TIA.
