Lee Valley Velopark, grrr
« on: April 14, 2025, 10:40:42 pm »
Hi, I downloaded the Evology app two weekends ago, and opted for Autopay, inputting my credit card number. I then parked at Lee Valley Velopark for a couple of hours, fully expecting that ANPR would lead to my credit card being charged correctly for the visit. I've just received a £100 parking fine from Parkingeye - there's been no record of my visit and my card wasn't charged. Did I miss a step in signing up?

I believe the Velopark is subject to byelaws, so there will likely be a technical argument here, but so that we can advise, read the thread linked by b789 above and update your post accordingly.

Lee Valley VeloPark is subject to byelaws established by the Lee Valley Regional Park Authority (LVRPA). These byelaws, enacted under Section 28 of the Lee Valley Regional Park Act 1966, apply to all grounds within the park, including the VeloPark. They regulate various activities such as vehicle use, cycling, dog control, and the use of unmanned aerial vehicles (UAVs).

Additionally, since the VeloPark is located within Queen Elizabeth Olympic Park, it may also be subject to byelaws enforced by the London Legacy Development Corporation (LLDC).

So, whatever you do, you must not identify the driver. They can only pursue the driver as PoFA 2012 does not apply. The Keeper is under no legal obligation to identify the driver to an unregulated private parking company.
