Late Notice to Keeper (30+ days) – worth appealing?

Hi everyone,

I received a Parking Charge Notice to Keeper from Civil Parking Office Ltd for “No Valid Parking Payment Found”.

My main concern is the timing of the notice.

Parking event date: 31/01/2026
Date of notice: 02/03/2026
As I understand, under the Protection of Freedoms Act 2012, if no windscreen ticket was issued and the operator wants to hold the registered keeper liable, the Notice to Keeper should normally be delivered within 14 days of the parking event.

In this case, the notice have been issued more than a month after the event.

The notice shows the operator is a member of the (BPA), so the independent appeal body would be POPLA if the initial appeal is rejected.

Should I go ahead and appeal based on this timing issue?
2. What are the chances of success?

3. Also, are there any particular precautions I should take when submitting the appeal.

Please post the PCN (external host required). Are you the reg keeper, not on PCP or similar?

On the face of it it is out of time, Civil Parking likely to reject, but more likely a win at POPLA. Most important is that you appeal only as the keeper, and don't id the driver in any way (e.g. by saying I did or similar).

To whom it may concern,

I write as the Registered Keeper of the vehicle in question.

As your NtK is not compliant with PoFA requirements I will not be providing driver details in a scenario where the law does not require it.

Liability for the parking charge is therefore denied.

Therefore, your options are;

i) Cancel the PCN and move on;

OR

ii) Waste more money and provide me with the POPLA Code so that they can cancel the PCN and charge you for the privilege.


I am sorry that I cannot help you further with this matter.

The above is fine, but for a quick sanity check do please confirm:
  • That you are the registered keeper of the vehicle with an up to date V5C document in your possession
  • Ideally, show us the notice (both pages)
