The driver got a drink from the three hammer pub and used the carpark at the back, purchase can be proved. My sister-in-law (the registered keeper) received the PCN.

This letter is a final notification letter from Euro Car Parks. The registered keeper informs me there was no other advance letter.

The picture of the sign is mainly unreadable, but seems to refer to a different sign anyway. Is there a requirement to enter the car’s VRM in the pub, for example? Was this done, if so? What does “purchase can be proved” mean? Purchase of a ticket to park?

The original PCN can be obtained with a Subject Access Request to Euro Car Parks if it’s important.

To address the points:
Sign unreadable but that's all that can be obtained.
No idea if the VRM had to be added since it was in May. I nor the keeper live in that area to go and check
Purchase can be proved of the use of the pub
Original PCN - i dont know if it's important or not, i'm just stating the facts as I understand them

So the driver parked for almost two hours without entering the VRM on the tablet in the pub, which is a requirement that ECP will claim is clearly required on its signs.

The original PCN may reveal a technical defence especially if the driver has not been identified, but it may not.

The response to that review is promising, the pub management seemed amenable to cancelling the charge for the reviewer. The keeper would be wise to contact the pub.

Thanks so much. I've passed this onto the driver and they called the pub and have cleared the pcn with euro there and then.
