Dear Sir

I am writing again to understadn options available to me after council issued 'charge certificate' but no letter of rejections of representations received. Can we made another representation?

Chronology of events:
24-Jun-25: PCN issued (valid pay ticket or voucher not displayed)
25-Jun-25:Representation submitted (blue badge slipped and fallen to the car floor)
15-Oct-2025: NTO sent.  The letter of rejections not received
21-Oct-25 : Anther representation sent by post to council PO Box address mentioning non-receipt of the 'letter of rejection'.
20-Nov-25 : Charge Certificate sent, PCN priced increased by 50%, mentioning that there is no representation of appeal at the charge certificate stage.

Again, no letter of rejections sent by the council.

Are you the registered keeper and is the BB yours?  (I know you might have answered this in your other thread, but each thread should be self contained)

Rejection issued but never received. this will be tricky to establish.
Double checked, both name and address matches. I am the Registered keeper + driver and BB is in the name of my disabled mother. Vehicle is solely used to transport her.
the blue badge might have falled down due to force when closing the door and car boot with force, after removing wheelchair from the carboot to transport my mother.

How to display the badge

You must display the badge on the dashboard or facia panel, where it can be clearly read through the front windscreen.

Manner in which a badge is to be displayed
12.  For the purposes of section 21(4A) of the 1970 Act a disabled person’s badge is displayed on a vehicle in the prescribed manner if–

(a)the badge is exhibited on the dashboard or facia of the vehicle, or

(b)where the vehicle is not fitted with a dashboard or facia, the badge is exhibited in a conspicuous position on the vehicle,

so that the front of the badge is clearly legible from the outside of the vehicle.

Technically, which area of the car is termed as "car fascia panel"?  The google images suggested "steering wheel area" and "the audio system controller" area as "car fascia panel", henceforth I started displaying BB in those areas only after incident in June'25.

OK, so yes, the BB was displayed, and yes, it seems as if the CEO didn't look very much, but the question is why you displayed the BB in that place instead of on top of the dash like everybody else does. If you'd displayed in the "traditional" way, you'd have avoided all this hassle.

Indeed Sir, totally agree with you which I used to do always.  However, earlier this year in June, unfortunately, the BB fallen down on car floor due to the force when door was shut which went unnoticed. PCN was issued and representation was made immediately. Today I received NTO in post on which I started a new thread.

Dear experts

I am seeking guidance from experts to get PCN BT25726658 cancelled issued for VRN - HV14 CXT on 14-Oct-2025, detailed below.

How whole event unfolded:
on 24-Jun-2025, Car parked on Uxendon crescent HA9 and blue badge displayed on the car front dashboard
Unfortunately, due to force and air when door was shut, the blue badge fallen down near the car pedal - i didnt realise
Original PCN was issued on 24-Jun-2025
PCN was challenged online on 25-Jun-25, requesting for cancellation and provided proof of blue badge
No response received in post till 14-Oct-2025
Surprisingly NTO was issued requesting for full PCN charge

Please could you suggest what options are available to me to challenge the PCN.

It does, in reverse i.e.Blue badge holders can park in Haringey for an unlimited amount of time in a:

resident permit holder bay
resident permit holder shared-use bay (resident permit and pay by phone)
permit holder bay
permit holder shared-use bay (permit holder and pay by phone)


As soon as you post the NTO we'll be able to see the alleged contravention. Pl do not jump to conclusions when you don't have facts. Yes, in all probability the issue revolves around visibility of the BB, but one step at a time IMO.


I cannot find the NTO. Also pl confirm it's addressed to you by name.

Dear experts

I am seeking guidance from experts to cancel the PCN ZN18284314 wrongly issued for VRN - HV14 CXT on 05-Sept-2025, detailed below.

•   I parked the car on Pretoria road, N17, around 5:30pm on 05-Sept-2025, the event day, and displayed blue badge on the steering wheel dashboard / car fascia panel (validity screen sticking out of steering wheel) which was clearly visible from both the driver seat and the passenger seat side.
•   I am not a resident of Haringey council borough
•   Upon return around 10:30pm, No PCN was found attached to the windscreen
•   Surprisingly, on 10-Oct-2025, I received the attached PCN in post.

Few key submission points to challenge the PCN:
•   The displayed blue badge on steering wheel was easily visible to any person from the side of the car which the CEO 585 failed to notice.  On Haringey council website, the proof of PCN shows only the front and rear view of car. No pictures of car fascia dashboard (visible from the side of the car) were attached to the PCN
•   The UK Government guidance states “You must display the badge on the dashboard or facia panel, where it can be clearly read through the front windscreen. •   I didn’t find the PCN attached to the windscreen, likely passerby might have removed them from the vehicle

Please could you suggest what options are available to me to challenge the PCN.
Honestly, I am at a loss when passerby removes the PCN from windscreen and when CEO fails to take picture from all angle including the side view.
Unfortunately, on the day, I didn’t take the picture of displayed blue badge to provide evidence as there was not PCN attached. Else, I would have taken pictures to safeguard myself.

To bring transparency and clarity, listed below all events in the chronological order related to this APCOA PCN. All relevant letters, in chronological order, can be found within one zip file attached.

The passenger – Patient, the elderly Lady
Registered keeper – data from DVLA record

07-Sept-23 : PCN affixed on the windscreen of the vehicle with an option to pay £30 (reduced charge) or dispute by making an appeal within 28 days i.e. 05-Oct-23(?). Full charge is £60.
21-Sept-23 : The Patient (elderly lady), passenger in the vehicle submitted the representation (attached separately again)
03-Oct-23 : Representation rejected, communication sent to the Representor (The Patient) with an option to pay reduced charge of £30 in 14 days i.e. 17-Oct-23 (?) or full charge of £60 after 14 days OR appeal to POPLA within 28 days i.e. 31-Oct-23 (?). Full charge payable if appealed to POPLA. If do nothing, recover monies via debt recovery and proceed with Court action
03-Nov-23 : Notice to Keeper (NTK) of the vehicle issued to RK (registered keeper) in hard copy with an option to dispute within 28 days i.e. 30-Nov-23 (?) or pay £60.
23-Nov-23 : RK submitted disputed charge via online
23-Nov-23 : APCOA confirmed receipt of appeal with response within 35days i.e. 27-Dec-23 (?)
14-Dec-23 : Debt Recovery Plus notice issued in the name of the Patient for £130 (including an unexplained additional charge of £70) with an option to pay in full or in 4 installments by 28-Dec-23 OR go legal to court.
25-Dec-23 : No correspondence received from APCOA yet by RK against the appeal submitted on 23-Nov-23 by RK

Attached the DEBT management letter we received in the name of the passenger and not the driver.

APCOA didn't issue the new POPLA code as requested by us.

What would be our next course of action ?

We are yet to receive response from the APCOA, it's been 3 weeks since 23-Nov and still counting.
We regularly checking emails (incl SPAM) and posts and will keep doing so.

The latest status available online (https://pcnpayments.apcoa.co.uk/pcnonline/step2.php), as below :

"This Charge Notice has now been passed to an Enforcement Agent and therefore payment cannot be accepted on this website. Payment must be made directly to the Enforcement Agent and you must refer to any correspondance you have received from them on how payment can be made."


Though the system generated response on 23-Nov upon submission of Appeal :

Dear xxxxx,
Thank you for submitting your challenge/appeal to PCN/ECN reference: NP80008661. A copy of your submission is attached for your records.

Your case will be placed on hold and will not progress in accordance with our procedure.

If the driver hasn't been identified then APCOA would seem to have unwittingly given you as the keeper a potential lifeline, as they would seem not to have complied with Schedule 4 of the Protection of Freedoms Act (there's a link in my signature at the bottom of each page), and are therefore unable to recover the charge from you as the keeper.

You could therefore appeal as the keeper, along the lines of the below:

Dear Sirs,

I have received your Parking Charge Notice (Ref: ______) for vehicle registration mark _______, in which you allege that the driver has incurred a parking charge. I note from your correspondence that you are not seeking to hold me liable as the registered keeper, under Schedule 4 of the Protection of Freedoms Act 2012. There is no obligation for me to name the driver and I will not be doing so. I am therefore unable to help you further with this matter, and look forward to your confirmation that the charge has been cancelled. If you choose to decline this appeal, you must issue a POPLA code.

Dear Enforcement Officer

Sub : Challenging the PCN Ref no – xxxx against contravention date 30-Sept-23 at 16:07 hrs.

I am challenging the PCN : xxxx issued by the Transport of London in which I was issued with a 160 pounds penalty charge for having stopped my car at 16:07 on 30-Sept-2023 at O/S 79-87 Kingsland Road, E2

I make the representation on the following grounds :

1 – Exceptional Circumstances :
The reason why I have stopped my car to bring my mother, Ms xxxx,  to the toilet in the Local Vietnamese restaurant located at the place of the alleged contravention, as she was not feeling well.
She recently had a brain stroke suffers from hypertension, is occasionally incontinent due to chronic constipation. Her indwelling catheter bag filled up completely.
Attached is the hospital discharge letter from the Stroke team and the Fraility team (constipation) and the “No Waiting” card alongwith the InDwelling Cathetar passport to use the Toilet Urgently

2 – Blue Badge Holder
I stopped the car within the designated area allowed for the Blue Badge (attached) Holder to park the car which was left on the dashboard.

In light of the foregoing, I respectfully ask the Enforcement Officer to allow this representation and cancel the PCN.
