Civil penalty charge notices (Councils, TFL and so on) / Re: Brent council: incorrect contravantion code 25 applied
« on: October 12, 2026, 11:29:17 am »
Many thanks Sir for quickly identifying few issues with the PCN which I noted.
Please note, all downloaded 12 pictures attached to the PCN is visibly hazy upon enlarging, hence not upload on IBB.

My inline response as below.
1. The fifth point on PCN states, 'Location: NEAR JC WITH PRESTON ROAD' and sixth point states 'Street: Uxendon Crescrent'. Apologies, if I mis-understood your point and not thinking in the right direction.
2. I will re-create situation capturing other cars parked at the same location. The objective is to show the lenght of on-street parking is small to fit 2 cars.
3. Evidence of contravention - I agree, none of the 12 uploaded images by Enforcement Officer (CEO) clearly shows / explains the contravention occurred. What's the best way I can explain while referring to 12 uploaded images by CEO?
4. Uploaded evidence contains picture of signage (restricted time / part time bay).
5.Worn markings: Not sure if this a strong point for councils to accept my representation and cancel the PCN.
Please guide further.
Regards
Ams

Preston Way, The Avenue, Elmstead Avenue, Logan Road etc...all have a junction with Preston Road. Take your pick.
The answer is Uxendon Crescent!
IMO, the PCN fails to state the location correctly and therefore fails the obligation of:
(c)the grounds on which the civil enforcement officer issuing the notice believes that a penalty charge is payable,
OP, why have you posted a photo showing how well your car fits within this bay when you're arguing the contrary?
Anyway, where's the evidence of contravention?
All there is are worn markings purported indicating the termination of your bay and the start of a loading bay.
There are vague road markings indicating 'Loading Only', but on their own they're meaningless unless it's a 24/7 loading bay for which the road marking alone would meet the 'signing' test.
But it's not 24/7, it's a part-time bay* therefore IMO there should be a photo of the applicable traffic sign in their evidence.
But it's not there.
*- check out GSV and see how often there's what appears to be the same van parked!
