Dear team

I'm again here seeking valuable guidance. Apologies in advance for the long draft of representation.

Brent CEO issued PCN with contravention code 25 where the parked vehicle within on-street bay overhung on to the loading bay. Due to rush, it's overlooked that parked car overhung onto the loading bay.

My views:
A. Contravention 24 is correct and not 25. Legally, pcn is incorrect and must be cancelled.
B. Insufficient length (after cycle bay was introduced) of the on-street parking bay which will always result overhung
C. Technically, Brent council didnt provide reasonable parking space in bay to avoid overhung i.e they created situation where car will overhung and PCN will be issued

Please suggest what options do we have to contest this PCN.

Also, can we seek process followed by Brent team to define length of on-street parking bays?
I presume, London councils use this approach to mint monies??

Dear experts

I am seeking guidance from experts to cancel the PCN ZN18284314 wrongly issued for VRN - HV14 CXT on 05-Sept-2025, detailed below.

•   I parked the car on Pretoria road, N17, around 5:30pm on 05-Sept-2025, the event day, and displayed blue badge on the steering wheel dashboard / car fascia panel (validity screen sticking out of steering wheel) which was clearly visible from both the driver seat and the passenger seat side.
•   I am not a resident of Haringey council borough
•   Upon return around 10:30pm, No PCN was found attached to the windscreen
•   Surprisingly, on 10-Oct-2025, I received the attached PCN in post.

Few key submission points to challenge the PCN:
•   The displayed blue badge on steering wheel was easily visible to any person from the side of the car which the CEO 585 failed to notice.  On Haringey council website, the proof of PCN shows only the front and rear view of car. No pictures of car fascia dashboard (visible from the side of the car) were attached to the PCN
•   The UK Government guidance states “You must display the badge on the dashboard or facia panel, where it can be clearly read through the front windscreen. If there is no dashboard or facia panel in your vehicle, you must display the badge in a place where it can be clearly read from outside the vehicle.” (https://www.gov.uk/government/publications/the-blue-badge-scheme-rights-and-responsibilities-in-england/the-blue-badge-scheme-rights-and-responsibilities-in-england)
•   I didn’t find the PCN attached to the windscreen, likely passerby might have removed them from the vehicle
•   Attached is the copy of valid blue badge
•   The attached link doesn’t specify any parking restrictions in Haringey borough for the blue badge holders (https://haringey.gov.uk/parking/parking-permits/disabled/Blue-Badge/where-you-can-park)

Please could you suggest what options are available to me to challenge the PCN.
Honestly, I am at a loss when passerby removes the PCN from windscreen and when CEO fails to take picture from all angle including the side view.
Unfortunately, on the day, I didn’t take the picture of displayed blue badge to provide evidence as there was not PCN attached. Else, I would have taken pictures to safeguard myself.

Dear members

APCOA issued PCN for alleged contravention of parking on yellow or hatched lines next to disabled parking bay. Disabled badge was displayed on the windscreen.
The vehicle was parked at the NorthWick Park hospital site.
No display of parking T&C and other sign by the area where vehicle was parked.
The patient in the car was due to attend appointment at 2pm and there was an emergency with the patient where she was rushed to the toilet to avoid soiling the cloth. She carrying "No Waiting Card" with her and suffers from bowel incontinence due to chronic constipation.

The APCOA rejected our representation and we would like to seek advice on the possibility to challenge this appeal further.

Attached are specific documents related with this PCN.

Regards
Ams

Dear members

We received PCN after our vehicle overstayed in Red Route parking area due to an emergency.
My disabled mum suffers from chronic constipation, is incontinent and have Catheter bag attached to her leg. She carries "No Waiting Card" to use toilet in an emergency from NHS.
On 30-Sept-23, we parked car in Red route with disabled badge on the dashboard at around 15:30 hrs, and rushed her to use the toilet urgently in the restaurant next to Sainsbury. She took longer to relieve herself, as a result, we overstayed by 8 mins after 4pm (parking allowed b/w 10am-4pm with 3 hours limit).
Attached is the PCN notice.

Would appreciate, if someone help us with the representation to contest the PCN.

Happy to provide further information.
