When I did recieve TfL’s correspondence I sent in a further statement mentioning the missing postage. To then which TfL responded saying they are not responsible for postal errors.

In my opinon, we are well beyond the time when all parking and traffic civil enforcement documents should be sent by tracked mail. Expense is not an issue, because councils make hundreds of millions of pounds each year from enforcement and can well affors it. So is the law likely to be changed ? Just looking at the current and past governments and parliaments of the last 30 years tells you no.

We haven't seen what you posted to them in this regard nor their NOR, which might have contained errors for all we know, but this is water under the bridge now because they declined to re-offer the discount after your correspondence as is their right. 

As regards the NOR, the adjudicator found as a fact:
I find that TfL sent the Notice of Rejection to the correct address.
