Never received Notice of Rejection

Hello everyone,

I would really appreciate some advice on a TfL moving traffic PCN.

PCN: GX34665***

Timeline
PCN issued for failing to drive in the direction shown by the arrow on a blue sign.
I submitted representations on 14 April 2026.
I also requested the CCTV footage.
TfL says they issued a Notice of Rejection dated 15 April 2026, but I never received it by post or by email.
My V5C address has always been correct and I have not moved.
Portal history

The TfL portal has been very confusing.

It showed:

Rejected Representation (15 April)
Representation submitted – Under Review (15 April)
Enquiry Received (16 April)
On Hold – DTES Footage Request (20 April)

I regularly checked the portal because I was waiting for the CCTV.

When I checked the portal on Sunday 7 June, the current status still showed "Under Review". Unfortunately I didn't take a screenshot because I had no reason to think there was an issue.

A few days later the status changed to Charge Certificate Batched, and I then realised something had gone wrong.

What I did

I immediately contacted TfL by phone. They told me for the first time that they had rejected my representation on 15 April.

I submitted a further representation explaining:

I never received the Notice of Rejection.
The portal showed "Under Review".
I had been monitoring the portal.
Had I known about the rejection I would have appealed to London Tribunals.

TfL acknowledged the representation and emailed me to say:

"The enforcement process is now suspended."

They later rejected my further representation and enclosed a copy of the alleged Notice of Rejection dated 15 April together with a copy of the London Tribunals appeal form. However, the covering letter simply demands payment of £240 and does not offer a fresh right of appeal.

Current position

Today's date is 14 July 2026.

The portal still shows:

Current status: Charge Certificate Batched
Outstanding amount: £240
16 June: On Hold: SUS26 – Representation Received (03/07/2026)

The portal also still has a Challenge button.

My question

Should I:

Wait for the Order for Recovery and then file a witness statement on the basis that I made representations but did not receive the Notice of Rejection?

or

Is there another procedural step I should take now?

I have screenshots of the portal history and all TfL correspondence and can upload them if helpful.

Before getting to this, post your 'further representation', their 'rejection' and the original NOR. Leave in everything except your address.

IF the original NOR is in fact a notice of their decision to reject your representations, then this AND THIS ALONE triggers the tribunal clock which by virtue of the Act gives you a 28-day period in which to register an appeal or such longer period as the adjudicator in their sole discretion may allow.

We need docs pl, not narrative.

This sounds as if it's straightforward, but we need to see all docs pl.

Unfortunately, I no longer have a copy of my further representations because they were submitted directly through the TfL portal and the acknowledgement email did not include the text. I copied the representation into the portal at the time and, to the best of my recollection, it read substantially as follows:

I am challenging the Charge Certificate because I was unaware that my representation had been rejected and was deprived of my opportunity to appeal.

I submitted representations on 14 April 2026 and subsequently requested CCTV footage. I actively monitored the progress of the case through the TfL online portal.

I did not receive any Notice of Rejection by post and I did not receive any email advising that my representation had been rejected. My address has been correct throughout and I have not moved.

The online case history is also contradictory. Whilst it records a rejected representation on 15 April 2026, it also records "Representation submitted – Under review", followed by "Enquiry received" and "On Hold: DTES Footage Request". These entries reasonably indicated that the case remained active and under consideration.

Furthermore, when I checked the online portal on Sunday 7 June 2026, the current status displayed was "Under Review". I therefore reasonably believed that my representation was still being considered and that no final decision had yet been made. I had no reason to believe that a Notice of Rejection had been issued or that any appeal deadline was running.

I only became aware of the alleged rejection after receiving the Charge Certificate and contacting TfL by telephone, when I was informed for the first time that a Notice of Rejection had allegedly been issued on 15 April 2026.

Had I received the Notice of Rejection, or had the portal clearly shown that my representation had been rejected, I would have exercised my right to appeal to London Tribunals.

I respectfully requested that the Charge Certificate be withdrawn and the matter restored to a stage at which I could exercise my statutory right of appeal. I also requested a copy of the Notice of Rejection and an explanation for the contradictory online status history.

This is, to the best of my recollection, the wording that I submitted.

Fine. Submit SD on grounds Made representations...did not receive etc.

As always, adopt a belt and braces approach by checking their website periodically and when you receive the OfR or know that one's been issued submit the SD to TEC. (NB. your signature needs to be witnessed).

The reason for my questions is that when TEC revoke the OfR and cancel the CC the authority must refer the matter to the adjudicator who as a group seem to be getting more questioning about whether submissions to TEC were valid. While they cannot go behind the court's decision, they can make enquiries of prospective appellants and if not satisfied could direct that the penalty is paid without a hearing. Your correspondence with TfL is totally consistent with you not receiving the NOR, so no problems there.
