The partially obscured BB is almost certainly the reason for issuing the contravention of parking without displaying a valid pay and display ticket (the PCN is only still a £50 PCN, £25 at discount).


This is a pain in the system. There are no codes for incorrectly displayed badge or clock not displayed. So if you incorrectly display your blue badge, or fail to show the clock when its needed, or try and get extra time by nudging the clock on you get whatever contravention it would have been had you not displayed the badge at all, and people get most confused about this.

There is no need for any such code. A blue badge is an exemption to certain contraventions so if it effectively not there then the usual contraventions apply.

If your BB was valid, then as suggested you could make reps along the lines of 'terribly sorry' etc. But if it wasn't, then this would be a dead end and we would have to look elsewhere to see if other grounds could be made out. But why waste time with the latter if the former is an option?

So it would seem that the OP deliberately obscured the year on the BB because he knew it had expired, then expects us on here to show how to get round the PCN !! Hmmm.
