LAMBETH - West Dulwich LTN PCNs - REFUNDS

It was a fairly easy and quick process so worth doing.

It's a shame that the council have no means to contact the victims directly and initiate a refund...

I'd be surprised if they didn't have the means in the form  of records of PCNs issued (they'd all be postal anyway) - but I'm not surprised thay have not got the inclination or the will to do so....

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
