Council continues to put tickets in private land

I am one of the residents who park in front of the apartment on a private land. This is identified by the council as a private land, supported by the landlord/mgmt agency (same landlord as the apartment) and official public unadapted highway maps.

For the last few years, when we get PCNs, we submit representations with the above documentation and then the council cancels them. This stops for few months till a new parking officer comes in, and issues tickets again. This starts the process all over. All the residents received 2 tickets now (3 cars, 2 each, 6 in total, and going up), and probably will receive more in the next few days.

The road markings have just been painted as DYL (from SYL/boards have been taken down) so code 01 on PCN seems to be wrong. I have seen the TRO so DYL should be correct.

Is there any advise on how to remediate this?

Councils can enforce private land if the land has the appearance and use as public land. Can you link us to a google street view of the land/location?

Though its from 2022, the black car at the end is mine. All the 3 cars/RKs (in the street view) got the tickets except the orange car.

To me it gives the appearance of a public road and the yellow lines restrictions are valid to the boundary wall. There was the case of the Soho tenant who parked his moped on a similar bit of private land that went to the High Court. He lost.
Bus driving since 1973. My advice, if you have a PSV licence, destroy it when you get to 65 or you'll be forever in demand.
