A motorcyclist (Moto) rides into a layby and stops then realises he is facing the back end of an unmarked speed camera van. After a few moments the camera van operator gets out and walks up to the rear of the motorcycle and takes a photograph.
Several days later Moto gets a 38/30 speeding ticket for the layby location and realises that he was clocked by the camera van. When he left the layby the camera van had already departed so it appears the photo taken of his number plate was used to identify the motorbike.
The offer of a course was accepted and attended during which Moto made comments and queried the qualifications of course operators at which point he was asked to leave. Subsequently, he was offered another course for £35 or the penalty plus points.
