Hi, first time here. I've had tickets before but I will usually pay them as they've been fair (although barely).


Received a parking charge notice today from PCM. I know what happened and I'm wondering if this can be appealed. The vehicle pulled into a side road that goes nowhere next to a station in London to pick up a passenger. There was no parking so the car stopped next to the parked cars, passenger dropped the bags in the boot, got in and the car drove off. Stopped for less than a minute, just a few seconds if you look at the time stamps on the evidence. Car wasn't technically parked, wasn't blocking anyone or anything it was just a pick up on the side of the road.
The picture shows a no stopping sign but they've sent a parking notice, is this legal as I was stopped and not parked?
Any advice would be appreciated. I'm hapy for this top go to court and argue the case if it comes to it

This looks like a typical PCN trying to extort money from a motorist fr a few seconds. You have a consideration period under the code of practice to agree  to the conditions. You need to appeal as the registered keeper only do not under any circumstances name the driver. The PCN does not fully comply with the Act and you need to appeal.I believe this company is affiliated to IAS so you need to appeal to them when your initial appeal is rejected.

Great, thank you. What I understand from what you said is that I have a certain amount of time in the location to read and understand the conditions before a notice is valid. I'll appeal and be prepared to take it further as suggested

Appeal only as the vehicle keeper.

I would clearly point out the road markings (double yellows) do not mean 'no stopping' and that double yellows allow a brief stop to pick up or drop off.

In essence their signage is contradictory in nature - ie a No stopping sign combined with double yellow lines.

No stopping must be supported with double reds.

You definitely need to mention the contradictory road markings as this is specifically mentioned in the Code of Practice.

Dump that AI nonsense and write a short letter covering a few points.
