Hi, The driver has received a £100 PCN from NCP. The main issue is that the car park payment system appears to have been updated. For years there was always a barrier and a yellow coin to pay at a machine. For a number of weeks the barrier has been up due to maintenance, enabling entry without the coin being dispensed. Apparently the new process (told by a friend) is to drive in and ANPR will determine the cost at a machine. The driver entered and parked for 34 minutes and has since received the PCN. I have checked on the Stamford Quarter web page. This has no mention of the new system and still refers to the old 'yellow coin' system.
She has 14 days to pay £60, thereafter £100.
Can you kindly advise if she has to pay this extortionate charge or is there grounds for appeal?
