A 24h ticket was purchased at 22:42 23/04/26 - not sure if this is relevant.

I received a PCN on 24/04/26 at 23:51

A second 24h ticket was purchased at 01:49 25/04/26 (approx 2 hours later after the PCN issued).

The car was then removed from the car park around midday on 25/04/26.

Is it possible to appeal the PCN as the car was in the car park for less time than the purchased tickets(s)?

The notice was deemed to be delivered on 11 May.
This is more than 14 days after the alleged transgression.
If the driver is not identified, the registered keeper should appeal on the basis that PoFA 2012 can not be used to transfer the liability from the unknown driver to the registered keeper because the notice was issued too late.

Unlike many of their brethren, NCP has history of actually cancelling following valid appeals like this.

Also note that the entire period of parking was paid for before the vehicle left the premises.

They aren't supposed to issue a PCN in that circumstance as long as the PCN was not issued by a warden placing a physical ticket on the windscreen.
