My Son got a letter from Horizon Parking today

Hi All, the letter is dated 12th March, arrived 15th March and relates to parking on 5th March.

My son's car is correctly identified. It was parked at the times detailed and on the days detailed in the car park specified.

However, the driver had permitted business at the venue. The driver entered the gym and is a member of and trained.
Driver can prove this through the gym's app. The driver failed to sign in using the tablet on the door for parking exemption. The driver won't forget that again.

So, should the driver approach the gym and ask them to confirm Horizon should not proceed, or should the driver go direct to Horizon with the proof the driver was there using a bona-fide business on site?

Go back and edit please, ‘the drive’ drove, no I, we, he or even the dog.

Your son has the notice as the keeper and will deal with the matter.
There are motorists who have been scammed and those who are yet to be scammed!

This being Horizon, they have as usual decided not to bother issuing a notice that complies with the requirements of Schedule 4 of the Protection of Freedoms Act in order to hold the registered keeper liable.

Therefore, assuming are the registered keeper*, you could appeal as the registered keeper (being careful to not reveal, via any tick boxes etc on the online form, who was driving), along the lines of the below:

Dear Sirs,

I have received your Parking Charge Notice (Ref: ________) for vehicle registration mark ____ ___, in which you allege that the driver has incurred a parking charge.

I am appealing this notice on the grounds that I have no liability for this matter as the registered keeper of the vehicle.

I note from your correspondence that you are not seeking to hold me liable as the registered keeper, under Schedule 4 of the Protection of Freedoms Act 2012 ("The Act"). You have chosen not to issue a Notice to Keeper in accordance with The Act, and it is now too late for you to do so.

There is no obligation for me to name the driver and I will not be doing so. As I have no liability for this charge, I look forward to your confirmation that the charge has been cancelled. If you choose to decline this appeal, you must issue a POPLA code.

Keep a close eye on your spam folder for their response. If they do not respond within 35 days, chase them.

The usual 'plan A' is to speak to the landowner, but Horizon usually cancel on first appeal if you send something along the lines of the above.

*if you are not the registered keeper of the vehicle, let us know, as the appeal will be different.

Thanks for the post and support offered . The statement used also helped me in my situation.
