Gemini Parking Solutions PCN – Failure to Pay Debt Recovery Plus

Hi all,

I’m seeking advice regarding a PCN I received from Gemini for an alleged failure to pay for parking at the GLL Waltham Forest Feel Good Centre car park in London.

On 29th November 2024, at around 5 PM, the driver entered the car park to collect an IKEA click-and-collect order, where access was via a private car park. The driver remained for approximately 15 minutes. Upon entering, the driver was not aware that it was a private car park and, as a result, no payment was made.

As the registered keeper of the vehicle, I received a PCN letter in January 2025, as a redirect Royal Mail service from my old address. The notice was stated to have been issued on 10th December 2024. I have since appealed to Gemini, explaining that the driver had no intention of parking but only entered to pick up a click-and-collect order.

Why have you redacted the date of issue of the Notice to Keeper (NtK)? Please show the back of the NtK.

I don't understand what IKEA has to do with this location.

You can safely ignore all DRP or any other debt recovery agent letters. They are powerless to actually do anything. Never, ever communicate with a useless debt collector. Ignore them.

The date of issue of the Notice to Keeper: 10th December 2024

The IKEA click-and-collect point is located in the GEMINI private parking space. So I had no other choice but to drive through to pick up my collection.

What precisely did you put in your appeal? Has the driver been identified?

That Notice to Keeper (NtK) is not relying on PoFA to hold the Keeper liable. As long as the driver has not been identified, they will have no way to take the Keeper to court, as long as the Keeper has not blabbed the drivers identity, inadvertently or otherwise.

It is too late to do anything else for now. You can safely ignore all debt recovery letters from the likes of DRP or any other Botton-dwelling debt collector. They are powerless to do anything except try and scare the low-hanging fruit on the gullible tree into paying out of ignorance and fear. Never, ever, communicate with a useless debt collector. Ignore them.

Eventually, you may receive a Letter of Claim (LoC) followed by an N1SDT Claim Form. Let us know if you do. You can safely ignore everything else. If you change address with 6 years of the date of the alleged contravention, make sure you send a Data Rectification Notice to Gemini.

The PCN had my name and address on it, so somehow they’ve identified me.

Appeal message sent to gemini:

I hope this message finds you well.

I am writing regarding the parking charge notice that is currently with Debt Recovery Plus. As I am no longer able to appeal through the usual channels, I would like to request your assistance in reviewing the case.

On 29/11/2024, I went to collect a click-and-collect parcel, which unfortunately was located in an area of private parking. However, I did not intend to park illegally. My total time spent in the area was from 17:07 to 17:22, which indicates that my stay was brief and unintentional.

Given these circumstances, I kindly ask that you review the charge and amend the debt recovery process accordingly, potentially closing the case.

Please let me know if you require any further information or documentation from me to facilitate the review.

I look forward to hearing from you.

The PCN had your name and address on it because you are the registered keeper. The had no idea who was the driver until you sent that appeal.

I will leave it to other to advise. I am too busy dealing with cases that have progressed to litigation to deal with simple appeals, especially where the driver has thrown away the protection of PoFA.

In the meantime, if you have not already, you should try speaking to the management of the leisure centre whose car park the charge was issued in. Whilst parking companies do not have a 'better nature' you can appeal to, those who manage the land might.
