Hello,



A PCN was issued to the driver for Contravention Reason: 81) Parked in a restricted/prohibited area. The PCN states A Notice to Keeper was issued to the Registered Keeper of the vehicle on 12/03/2026 at 10:37. The PCN states that this was sent by post on 17/032026, however this was not received by the keeper and so another reminder was issued 15/04/2026 and at that point the ability to appeal the PCN had passed.



The keeper had until 29/04/2026 to pay £100 and now this has passed. Logging into the account now, the charge has increased to £170.



The driver is diabetic and had gone to a friends in the area to use their bathroom and was back in around 30 minutes. The driver had displayed the blue badge and the only sign that was available (as attached), is where it says authorised loading and unloading a maximum of three hours.



Any advice here would be great! thank you

A PCN posted on 17/3 will be deemed to be delivered on 19/3, within the time required to transfer liability from the driver to the registered keeper.
I know you didn’t receive it, but they will say that’s not their problem.
Blue badges are explicitly noted as giving no exemption on the signs. So in what way was the driver “authorised” to park?

Agreed the driver wasn't exempt given the blue badge, the sign wasn't read properly at the time due to urgency to use the bathroom. And it that area there isn't anywhere at all to park.

What are the precautions of ignoring this PCN? especially given the first one wasnt received and it has now gone to £170.

Do nothing and it is likely you will get a Letter of Claim from Elms Legal, followed by a county court claim to which you will need to file a defence.

If you obtain and post the original PCN from Excel via a Subject Access Request, there may be reasons in which it’s not valid, especially if you don’t identify the driver in any way.

Failing this, what will your defence be?
