First redact your name and address, and VRM from the letter you have posted!

Were the PCNs incurred in Scotland?  Have you replied to any previous letters from Smart or DCBL - if so, what did you say?

Assuming that the PCNs were issued in Scotland, and you haven't identified the driver, then you can ignore; there's no keeper liability in Scotland.  They might try it on as the total is over £500, but it should be easily batted away.

As an aside to the above correct information, whenever someone comes to the forum having received a debt collector letter but no previous correspondence, I always give the following advice: Get out your vehicle's V5C document and check it has the correct current address for you on it.

this is my first letter. i have phoned dcbl and they habe said previous letters were sent to my old address which i have/had no access to due to family issues. the car was no longer under my name days after this all happened

If by DCBL you mean the debt collectors, then you should never engage with them in any way again. They are powerless and just there to frighten you. Anyone more serious, such as DCB Legal, you should only communicate with in writing, that’s to say by email or post. If you telephone you have no evidence of the discussion.

Can you please answer the questions re. Scotland. This is important as the legal mechanisms for enforcement are entirely different in Scotland compared to England & Wales.

As above. STOP trying to communicate with a powerless debt collector. All they can do is try and persuade the low-hanging fruit on the gullible tree to pay up out of ignorance and fear.

As the operator has an incorrect address for you because your V5C was not correct at the time, you MUST send a data rectification notice to the operator (not the useless debt collectors who you must ignore) and instruct them to update their records with your current address for service and to erase your old address. The highlighted words are there for a reason, so use them.

Now, please answer the question about whether this occurred in Scotland and/or whether you are a Scottish resident.

this was in scotland yes. my address at the time was in england. i am now in scotland but due to move back to england next week

If the alleged contravention was in Scotland, then there is no Keeper liability, irrespective of where you reside. You can ignore everything. They cannot issue a claim against the Keeper. Only the driver. They have no idea who the driver is unless you blab it to them, inadvertently or otherwise. Did you?

i initially phoned and asked why i have had the letter in the post but strangely never had a pcn come through and id like to appeal it. never admitted to anything but they said theyre willing to send proof through the post and that i cant appeal. told them im gping to get advice and they said they will phone back tomorrow
