Due to a medical emergency, the driver used the car park which unknown to them is for the sole use of the Surgery's patients. The driver contacted the surgery to explain how the mistake happened and were prepared to provide evidence from A&E to support said emergency but they refused to cancel the PCN stating there is nothing they can do about it. So my question is, should the driver pay, appeal or just ignore the PCN.

For context (may be irrelevant), on entering the site there are 2 car parks (one for A&E and the other for Swan Surgery) and for someone unfamiliar with the layout, it is very easy to park in the wrong space. Not an excuse but worth mentioning.
