The register keeper of the car received the attached parking charge notice.

The driver went to this industrial area of Enfield. The area includes offices, car garages, food warehouse and all sort of businesses. Not familiar with the surrounding as only once a year goes there and not resident in the town and use to be free parking everywhere. Not noticed the entrance signed as you see in the photo it's stand very low so oncoming vehicles can block the signs. Sorry I only have a google photo to prove. The other sign was on the side of the building but not clear sign which parking bay require permit and which not.
Driver ignored the ticket on the windscreen and now the letter to the register keeper said "appeal against this charge is no longer available".

Is any way the keeper can appeal or just pay the charge.

Can we please see a suitable redacted copy of the NtD that was affixed to the car?

The entrance signs you have shown from GSV are from August 2021 and show tha the operator at that time was a BPA member. Park Direct are an IPC member. Can you get some up to date photos of the signs?

I attached the photo of the windscreen ticket. Unfortunately we live hours away the location so it’s difficult to get photo of the entrance sign. But if it’s a big help I might need to drive back.

You have left the PCN number and VRN unredacted in that image of the NtD.

The operator has failed to comply with the strict requirements of PoFA and so cannot hold the keeper liable. Only the driver is liable and they have no idea who that is unless the keeper divulges that info.

There is no legal obligation for the keeper to identify the driver and because they have failed to comply with PoFA 7(a), (b) and (c ) in the NtD, they cannot transfer liability to the keeper.

Have removed the attachment with the VRM and PCN # on, Hunglish you'll need to re upload it.

FYI, I had a look at the Park Direct website and managed to log in using your details and the option to appeal was still available.
