I have read your most helpful advice before posting as this case has become quite interesting. Would be grateful for your time to read and answer a couple of questions at the end. Docs uploaded as requested

SUMMARY

16/12/25 0922 Parked
The App was correctly downloaded
Personal Details were correctly entered (photo available)
The vehicle details were correctly entered (photo available)
Credit Card details were correctly added and approved by the issuer (photo available)
Confirmation of payment and duration of stay was received (pop up now unavailable).
Commented to traveller that we could now park until

24/12/25 Penalty Notice issued to RK to ay £60
1/1/26 Appeal sent to APCOA
29/1/26 Complaint raised and acknowledged due to no result of appeal
24/04/26 Debt Recovery plus Consideration of Court Action received. Pay £170 Spoke with CSA told appeal rejected 09/01/26. Copy sent by DR+ to me (acting on behalf of RK) Too late to appeal to POPLA. Appeal opportunity denied
6/05/26 Complained to APCOA, acknowledged
22/05/26 DR+ 2nd letter received
01/06/26 Reply from named support at APCOA to second complaint (06/05/26). Cannot discuss with 3rd parties
01/06/26 Authorisation to discuss with me on behalf of RK
02/06/26 0625 Reply from same named support at APCOA appeal has been uploaded to your case. Please allow time for team to review your case
02/06/26 0720 Appeal rejected (55 mins later) on non specific grounds (No valid payment, not complying with bylaws)

QUESTIONS
So I believe the situation is that the clock has been reset with the issue of the new notice and either pay £60 to APCOA or to appeal to POPLA with grant or rejection of appeal a possibility and £100 to pay or ignore. Is this the case?

In view of the original appeal is this £60 charge unreasonable? I believed that payment had been made. If APCOA systems failed then there is no fault.

Does the 28 day limit I have read about apply or are they out of time?

Has DR+ been called off? No reply from same named contact other than appeal cannot be discussed by email

A Penalty Charge Notice times out after 6 months, and in any case requires a prosecution under byelaws by the railway company, for which APCOA gets 0p.
Our experience also is that APCOA doesn’t “do” court, so I would ignore from now on. In any case, APCOA can’t bring a prosecution under byelaws, that would have to be Southern Trains or GTR or whoever runs the station, and that’s not possible unless papers are laid by 15 June.
The law changed so that APCOA will be able to issue Parking Charge Notices under civil law for parking events from the end of December 2025, but the law change is not retrospective.
