Do ParkingEye actually provide parking management in that car park? (I realise they won't have put that sign there)

Yep, they "manage" all the Welcome Break car parks that I'm aware of.

The sign does follow the vague template of the PE signs (Red background with white boxes) they have on site, but I'm pretty certain these aren't PE signs.

Well it does contravene the BPA AOS CoP otherwise…….
There are motorists who have been scammed and those who are yet to be scammed!

Ok… and that merits its own thread why?

If the real reason is to say “hur, dur, it’s not a fine” then that’s extremely boring.

So if someone charges for 5 minutes and then leaves they're liable for a fine?

Well IMO it doesn't, I was just trying to give the best 'so' I could find/think of!
