parking permit -Slough

Time has come up to renew the resident parking permits for our cars and we plan to move out in a month or so. However, there's 2 things to note

They cleverly increased the pricing after introducing the scheme last year right after everyone signed on to the permits

Also They have noted that all permits are non refundable - surely if I don't need to use it 11 months I should get refund?

Please advise as this bankrupt council thinks we are made of money

Council policy:"Please note that all permits are non-refundable or exchangeable."

Do you actually have a PCN?
I practice law in the Traffic Penalty Tribunal, London Tribunals, the First-tier tribunal for Scotland, and the Traffic Penalty Tribunal for Northern Ireland, but I am not a solicitor or a barrister. Don't they have a visitor voucher scheme? How much is a permit?

Surely it's better to pay the £75 for the permit then risk getting a ticket, especially in a London borough.

Slough isn't a London Borough but at £35 a pop, it only takes 3 PCNs and you're worse off than you would have been buying a permit.
