Thanks for the advice, I have appealed and tribunal date is set for 24th November. Appreciate if anyone can help with representation at the tribunal.

I have included all the photos as evidence and appealed on the basis that the restriction was not adequately conveyed to a reasonably observant driver because the advance warning sign and the restriction sign are mounted at excessive heights and are not conspicuous from the approach. As a result I could not reasonably be expected to see and read the signs in time to avoid entering the restricted area.

I don't have any dashcam footage but I went and measured the signage height using my phone measure app and it seems to be too high according to TSRGD requirements of 2.15m-2.40m.

I have only considered the main signage of the restriction not the blue or camera sign. Would you this therefore be decent grounds for appeal?

You're right there, lots of information on the signs, some unnecessary and very high up, how can a driver assess all that in a couple of seconds whilst turning into the road  :(

Hi, I received a PCN from Redbridge council for entering Sydney Road, Barkingside. Been entering this road for years and only realised they had this restriction, and worse I entered just to park on the side to use the cashpoint for the barbers, so I was literally there for only 2 minutes. I have seen some posts on this forum around this one being challenged for the sign. Appreciate any help if there are grounds to challenge or consider it as a very expensive haircut!

So just an update, it's taken an age to get the full PCN details from the council through a FOI request as I had requested on behalf of my father and then they wanted proof of father's id but the upload link would not work so had to escalate it to them and as always hard to reach over the phone. Anyway, eventually they sent across the details and as suspected they are duplicate PCNs relating to the same contravention. Looking at the details it seems AF10903675 was initially issued and attached on the window screen but the enforcement officer generated another PCN at the same time.




However, the note mentions they had sent a refund on the payment my father made which we had no idea about. After checking his bank account it is true but this refund was made after they had rejected the initial appeal.

So as a timeline:
- Offence Date: 6th Aug 2025 13:08
- CEO generates two PCNs: AF10903675 (noted 13:26:07) and AF10903686 (noted 13:23:06)
- Attached PCN on windscreen is AF10903675
- Discounted £80 penalty charge is paid on 10th Aug 2025 for AF10903675
- Letter received from council on 5th Sep 2025 saying full penalty payment of £160 is due on AF10903686
- This was appealed to the council saying it was paid but rejection letter received on 23rd September saying it relates to another PCN and offered discount rate for 28 days to pay the charge on AF10903686
- Council sent a refund on 6th October for AF10903675 without any letter or notification


I have a London tribunal call setup for late Feb. Do I still have a strong case even though they refunded the initial payment?

The online payment demanded is £160 and you are in the 14 day discount window they've reoffered so this is a ground for lodging a tribunal appeal.

As said, when was the other PCN.

Also this live one is not for a loading restriction as that is a code 02 so it is either the wrong contravention or it's a non-restricted yellow line and there was an issue with the clock.

I suggest you ask them to provide evidence on the PCN he paid. Either there are two against his car, or he paid for somebody else's PCN by mistake.

And also ask for full details of the third PCN AF10804083,  which they say was not paid and is still outstanding.

PCNs AF10804083 and AF101903675 (the PCN the payment was applied to) currently cannot be found on the Redbridge PCN portal.

Yes exactly, I couldn't find anything related to the paid one so I feel they issued a PCN and it's linked to a PCN number different to the issued one.


AF10903686 is found but it says it's beyond the 28 day limit to submit representations. There doesn't seem to be any accessible photos. How did you get them?

When you go to Pay for the PCN it shows photos.


However the elephant in the room is the Blue Badge. By virtue of display of the BB father is entitled to a three hour exemption from any yellow line restrictions, providing that there were no loading restrictions in-force at the time of parking. The photos don't seem to show any yellow kerb dashes so that means no loading restrictions applied. You say father parked around 1pm and the first photo is timed at 13:06:42. So the three hours has barely started.

Is the sign in the photos on the same side of the road as where father parked?
Was the car parked to the right or the left of the sign?

Yes he hadn't parked there anywhere close to 3 hours, think he received the ticket soon after he parked there. He was parked right next to the sign so where you see the photos, the pole is located in the middle part of the car so he was in between:


The signage does say No Loading so would he be done for that?


Why didn't you, or rather your father, mention the BB in the formal representation against the Notice to Owner? Or did you?

No the BB wasn't mentioned, my father paid the penalty initially so this was considered a done matter, this representation was made to challenge that he had already paid. The appeal just mentioned that the PCN was already paid and screenshots were provided of the bank transaction as proof. The council though responded that he paid for another PCN and is unrelated  ::)


Was the time on the BB clock set correctly? From the photos I can just about make out that there is a clock but not the time that's set. Do you have any clearer photos of the BB and clock as displayed?

Don't have any clearer photos but he is sure it was done correctly and hadn't parked longer than 3 hours.


And yes the letter does seem to imply that £80 has been applied against the PCN referenced in the NTO and at the top of the Notice of Rejection. The amounts due if you lose at Adjudication or if a Charge Certificate is issued are incorrect. They can only be reconciled if a part payment of £80 has been applied.

Strangely when you go to pay for this they request £160 on the portal but the letter states £80!

The signage details are not clear on the link but you can see in these photos taken by the officer there are parking restrictions between 8am-6:30pm and he parked there around 1pm. No signs of dashed yellow lines on the kerb just the single yellow line on the road so he's fallen foul of the signage restrictions but aren't the council wrong in asking for full payment when he has already paid?

Hi folks, my elderly father parked on a single yellow line on 6th August and displayed his blue badge. However, he received a PCN since he parked during restricted hours as suggested by nearby signage. He was issued a yellow ticket by an officer and was displayed on the car window. My father duly obliged and paid the PCN.

Some weeks later on 5th September he received a Notice to Owner letter from Redbridge council saying he has not paid the PCN and full payment was due. We saw that the PCN no. on the letter (AF10903686) does not seem match the one which issued by the civil enforcement officer (AF10903675). Unfortunately my dad discarded the yellow ticket once paid so cannot fully confirm this but I know you cannot pay a fine on the Redbridge website if you don't get the details correct - you cannot pay for an invalid PCN no. My father appealed with the payment screenshots but the council rejected this saying payment was made but for a different PCN. This is not the case however, it seems the council have made a mistake on their end.

So they have given him the option to either appeal to London Tribunals or pay the 'outstanding' amount of £80 within 14 days after which the 'full' amount of £80 will become due! So they seem to validate the initial payment towards this PCN but if he paid on time this doesn't make sense.

To make matters even more complicated they mention another random and different PCN no. in the letter.."As no payment has been received for PCN AF10804083, it remains outstanding and valid".

Any suggestions/recommendations on how to proceed? Thinking to help my father appeal to London Tribunals.

I have my tribunal hearing due tomorrow. I just logged in to the appellant portal and see the council have uploaded their 'evidence'. They mention sending this evidence to me on 5th June but I not received them.

They agree the wording is faded and that there is still adequate signage which is definitely not the case as I would not have paid through Ringo app assuming it was a normal parking space. I have tried to make this clear in my supporting arguments and that the disabled bay must be distinguishable from the adjacent bays. Any thoughts or tips for my hearing tomorrow?

Arval mentioned this with the initial message: "We have contacted the issuing authority on your behalf and have asked them to send the fine direct to you, at the 'hirer' address listed above. This is because in your leasing contract you are responsible for either paying the fine/penalty amount or appealing upon receipt from the authority." Since it was to be transferred to me anyway I thought of appealing but that's right I should have done it as hirer rather than registered keeper but nevertheless can CUP enforce this PCN if they cannot identify the driver?

I appealed this PCN using the following text and received the below reply. What happens if I don't provide contact details of the driver?


Dear CUP Enforcement,

This is an appeal as the registered keeper of the vehicle with registration YD22 FVH for PCN no: 43477 issued on 30/04/2025. As the registered keeper I decline to identify the driver as I am under no legal obligation to do so to an unregulated private parking company.

Your Notice to Keeper (NtK) does not fully comply with all the requirements of the Protection of Freedoms Act 2012 Schedule 4 (PoFA) and therefore, you cannot transfer liability for the alleged charge to me, the keeper. Only the driver, who I decline to identify, can be responsible for any alleged debt.

I suggest you pursue the driver. Please cancel this PCN or issue me with a POPLA code where you can waste your money on an assessment where we both know you will lose as I am not the person liable for the charge.

Furthermore, I request that you provide the following:
- Details of your authority to issue this charge – including proof of landowner rights, contractual agreements, and compliance with the relevant regulations.
- Details of how this charge was calculated – demonstrating that it represents a genuine pre-estimate of loss rather than an arbitrary penalty.

If you fail to provide this information or cannot legally enforce the charge, I request that you cancel the PCN immediately. Should you choose to reject this appeal, I expect a valid POPLA (Parking on Private Land Appeals) reference number so I can escalate the matter independently.

I look forward to your prompt response and confirmation of cancellation.

Hi, I have a lease car and have been alleged to park in a no parking zone last year November 2024. I received a PCN today by email through my lease company.

I thought PCNs have to be issued within 28 days or is there an extended window for private PCNs? To be honest, I can't remember the details of the alleged contravention it was so long ago now but has anyone dealt with CUP enforcement before? Any guidance on appealing this?
