I don't know if the 10 min statutory grace applies in Scotland but in any case you've misunderstood when it applies - it's only after you've been parked in a paid or unpaid parking place.
In your case you just parked on a yellow line during the restricted time.
It is true that in London there is or has bee guidance not to issue within 2 mins of a yellow line restriction ending or at start of one beginning but you are way outside this.
That is pretty unfortunate! I thought it was general but that makes a bunch of sense considering what I have read so far.
I guess in this instance I really dont have much of a leg to stand on which is painful. For a full 7 minutes! I cant see any other real aspect I could bring up.

Short Summary From My Side: I pulled up at around 09:15 BST and had not noticed that I was parked in the single yellow line zone since it was faded and I was in a rush. I also did not notice the sign which was pointed towards the pavement. I know neither of these are any form of defense, just adding detail. I recieve the Penelty Charge Notice at 09:22 and the Evidence is marked as at 09:23. That is 7 minutes before the parking allowed in the zone which is maybe my main formulation behind this since in a 10 minute grace peroid, I would have no longer been parking outside the restricted times. I actually had returned to my car by 09:40.
What I Am Looking For: I am hoping someone could give me some advice on how to approch this and if my grace peroid 10 minutes even makes sense. I have started trawling through legislation to see if its codified anywhere but its slow progress considering I am not used to the language. I have fought private tickets in the past but I am finding the council issued PCN to be a whole other kettle of fish. I dont want to go ahead and write out my appeal until I have a better understanding so if anyone could help with that insight or where to go that would be good. Then I can write my appeal and maybe have someone give it a once over. £50 is unfortunately a lot of money for me just now.
Looking for a touch of advice on this one. Pulled up at 9:20 and thought nothing of it since parking was allowed within 10 minutes. I then come back later and it looks like I got a parking ticket at 9:23.

Looking around I am sure there must be some ability to appeal this on some grace period or how close it was to the allowed parking time. I am just unsure how I can word this.
I also noticed the lines are fairly faded here as well which I could contribute to it.
