PNC loading Zone

I have a ticket for parking in a loading bay in Bridge Street Birmingham. It seems to be a duel usage bay. So the road markings indicate it’s a taxi bay. However the signage is for a loading bay and taxi bay. What’s the case with the lack of proper road markings ? Only a tucked away sign ?
Ticket was issued at 16.12 and they waited one min.
At any time except taxis
6.30 pm - 8 am
No loading
8.00 - 9.30 am
4.00 - 6.30 pm
