We got a PCN last Saturday, outside the indoor market where my wife has a shop. We were actually loading the car with stock for a Sunday outdoor market at the local town hall ironically enough. There are 15 minute bays outside the market which were all occupied & there is a rear entrance yard with lock-ups in which LBWF have recently laid down double yellows all round (feeding in from Wood Street) so realistically there was no other suitable place to fill the car. It's SYL with loading restrictions but these were not in force, it being a weekend. In the time it took me to shut the tailgate after putting stock in, walking over the road to get another armful & returning, there were two wardens attaching tickets to our car & the one behind. I would hazard a guess they had logged the details round the corner & waited until l wasn't there, it would have been obvious what l was doing of course but no surprises that they didn't approach me first.
Anyway, what are the actual conditions of the loading regulations in a case like this? Where do we stand, loading a vehicle outside a shop to which my wife is the registered tenant on a SYL to which the corresponding sign is implying that outside set times, stopping to load is permitted? Thanks.

How's this for the first appeal?

I base my appeal on the premise that the contravention did not occur. The car was stopped on the yellow line for the purpose of loading from the Wood Street Indoor Market in which l rent a shop. There is a standard exemption to the line permitting this as the accompanying sign indicates. Being a Saturday there were no timed restrictions to the loading exemption as indicated by the sign & as an aside, the car was being loaded with stock for a Sunday Market hosted by LBWF at Walthamstow Town Hall which was taking place the next day.
I include photos of my car in the process of being loaded which was quite obviously occurring when the PCN was issued, plus the sign pertaining to the parking restrictions. I also include the registration document showing my ownership of the vehicle & proof from LBWF that l am a tenant in the indoor market.

I trust that this appeal will be enough to close the matter as my car was stopped in the road for a necessary & perfectly legitimate purpose. Needless to say, if there had been any space in the actual parking bays outside the market then l would have used them. Thank you.

The rejection is misguided, but it is not unreasonable for them to ask for corroboration.

Can you post up copies of the emails from the organisers?
