Anyway, I looked on the Oxford web pages, and there is, indeed, a video, showing a car coming out of Cowley Road then taking the first exit from the roundabout. There is a sign as you approach the roundabout which I would consider totally inappropriate for a roundabout as one must turn left when entering any roundabout in Great Britain !!
However, whether this would win at the Traffic Penalty Tribunal is another matter.The council will, needless to say, reject any reps you submit because they only want your money.

There is an advance sign for this rather odd restriction, which is suppose to indicate to the motorist that to enter the first exit, one must drive all the way round the roundabout. Whether this sign does indicate this, is open to dispute in my opinion.

So, it's go through the appeal process up to the TPT where the full PCN penalty is in play (£70) or just cough-up the £35. Note that there are no additional costs at adjudication, only the full PCN penalty.
