Would you please post the missing pages of the NOR, you've only posted 2 but there are crucial procedural issues to be checked which cannot be done without seeing all pages.
IMO, excluding any procedural points which might arise your appeal should be as per your formal reps save that you would draw the adjudicator's attention to the NOR as regards this statement from the council which would seem to encapsulate their completely erroneous approach to off-street parking enforcement on housing estates and why the mandatory off-road signage is not in place, apparently because this is a council policy:
'As a resident with a [housing estate] permit, you still have to obey the parking rules..
The parking rules that apply to the road also apply to the off-road area'
