Charge certificate received without PCN

I received a Charge Certificate without receiving any PCN. Please kindly help me out on what to do as the 14 days is close by. Thanks.

What do you want us to check ? The CC seems OK to me. The key thing is not to pay it, because you never received the PCN itself. The CC has the usual mendacious bullying text re warrants, bailiffs etc, to encourage payment, but needless to say, tells you nothing about the process they must go through to enforce the debt.

So, don't pay the CC, but wait for them to register the debt at the Traffic Enforcement Centre (TEC). They must then send you an Order for Recovery, (OfR),  at which point you can submit a Witness Statement to TEC stating that you did not receive the PCN. TEC then cancel the CC and OfR, and the matter reverts to the PCN which you can then pay or appeal.
However, as you haven't received the original postal PCN this indicates a mail problem, so you now need to become pro-active. Once the 14 days for paying the CC are over, ring-up TEC about every 7-10 days quoting the PCN number to find out if it has been registered. Once it has, you know an OfR is on its way, and you can submit your Witness Statement to TEC. The form for this is normally included with the OfR and is Form TE9, and you can download it from the TEC website.  Despite what it says on the form, it is also for PCNs served under the Traffic Management Act 1974, which your PCN and CC were served under.
