My father got a PCN for being briefly in a loading bay.

Is there anything for this location - signage compliance, underlying traffic orders or some such???

A really quite disgraceful placement of the sign controlling the bay, but whether this would win at an adjudication is another matter. The bay does have the text "Loading Only" on the carriageway by the bay, and a motorist parking in any marked out bay has a duty to look for the sign controlling the bay. But would this motorist look for a sign that sits almost out of sight below the street name ?

Is there any background info on why your father parked there ? In order to give full advice we need to be in possession of all the facts.

No there is no background that would help really.  He told the attendant that he was loading (has the receipt for a few turnips!) but the attendant said he had already started so couldn't cancel it. 

How far can we go with the low sign?

And is there anything else?

What was "a few turnips" ? Weight ? Bulk ?

We've had the watermelon defence. Now comes the turnips.

If this were a 24 hour loading bay the regulations now say an upright sign isn't needed but here as it's a timed restriction the sign is needed and should be better sited but the road markings are sufficient to put a driver on notice.

Watermelons, turnips, I bet they get all sorts of 'loading' stories!  Unfortunately not too many turnips to carry in this scenario.

Shopping (nothing pre-ordered).  He's 83.  Nothing diagnosed but he does walk slowly so technically has some mobility issues - although that is tenuous, I mean he can walk, & doesn't use a walking stick

Colour of vehicle is not legally mandated info on a PCN, so is irrelevant.
