PCN- Parked without clearly displaying a valid pay & display ticket or Voucher

Hi,

I am writhing regarding the parking ticket I received. I had parked my car and wasn't aware that payment was required at this location. When I returned within 30minutes, I found that I had been issued a ticket for not clearly displaying a valid pay & display ticket.

Should I pay it?

I parked my car on Chapel Street, Kingston upon Hull and went to get some groceries, there were no signs that I need to pay for Parking so I thought its free and within 30 minutes I was back and when I returned I saw the yellow sticker on my windscreen. It's a PCN from Hull City Council, if you need any further information please let me know.

The council's pics don't seem to be online so if you want to challenge this I suggest you ask them to email them to you as the signage looks deficient.

Or you could just challenge saying where you parked etc and they'll probably reject enclosing the pictures.

We don't see many Hull PCNs so someone may see a wording issue on the PCN.

There are two entirely separated parking bays here, because the building entrance has double-yellow lines in front of it. The bays to the right of this entrance have no sign whatever, albeit the ticket machine is located there, but that is not a sign. The other set of bays where you parked has just a tiny sign on the side of the other building entrance. So not ideal signage, but you have a duty, as a motorist parking in a marked-out bay, to look for a sign for that bay. It appears you didn't, yes ? In that case you are in difficulty because there is a sign, and its only a few yards from where you parked the car.
