Enfield Code 11 Parked without payment

Good morning

Myself and my friend had just dropped our kids off yesterday and we met in Southgate for a coffee. We parked on a bay each (2 cars) and in a couple of minutes we were both given tickets. We had no time to get the app and pay. Observation time 10.21 to 10.21 for my pcn is this possible? I did get the app sorted and pay and spoke to the warden but she wasnt interested just said to appeal if you have it on your phone. Not sure how legal this is I thought there was an 3 min observation time. Please let me know your thoughts thanks in a advance.

Of course you run a risk if you don't pay and walk away - so what's the story from parking to paying? 2 mins after PCN time could be within reasonable time to pay.

£55 is so disproportionate its a joke really. £110 for the 2 of us for a quick coffee. We couldnt get the app working Southgate is a pain with phone signal sometimes.

GSV Location:

Unfortunately this area is a cash cow for Enfield due to the number of eateries on both sides of the road. If you spin the GSV around, you'll see four cars parked on the Taxi rank in the middle of the road as well.

There were previously P&D machines on both sides, but those have been removed in favour of Pay by Phone. Whether the TRO has been updated to reflect that I couldn't say.

My appeal has been accepted but my friend's one wasnt. Please find rejection letter and his pcn. He appealed based on time allowed to get pay for parking it took some time for him to find a shop etc.

Is this worth pursuing? They dont entertain any reasoning or mistakes.

I had paid the parking just on time my friend didn't pay as the warden had given the PCN 10.18 3 minutes before mine. He didn't think it was worth paying for parking.

The rejection says unable to provide info to support statement - what statement?

He made a statement (apppeal) to say "his search for a pay and display machine took longer than planned and as there was no machine it was too late as a pcn had been issued."

Problem is he needed to follow through with taking out a session as you did but if he's confident that this was underway and only interrupted by seeing the CEO then it could be worth taking it on.

So it sounds risky to imply that the paying process was interrupted because of the sight of a warden giving a PCN, but it's so crazy it might just work!!
