Congestion charge - incorrect location? Swinton st / Grays Inn Rd

Hi there, I have just received a TFL penalty charge for entering the congestion zone.

I tried to be extra careful when i was driving in London and thought I had avoided the centre, but I have received this note in the post



The location they have given on the left of the page is Grays Inn Rd, this is a 1 way street leading out of central london.

The screen shot has a location of Swinton St / Grays Inn Rd

This is outside the congestion zone, as referenced here



As you get to the end of Swinton st,

you can only turn right and head away from central London.

Does anyone have any thoughts on whether I should appeal on this aspect?

Also to add, I have driven from Islington down Swinton street and onto Euston road before to head out of town and I did not receive a PCN for doing so. Assuming you didn't come from further down Grays inn road and you also came down via Islington, Swinton st and then right onto Euston road to go out of town I am not sure why you've received a ticket as I never did.

WC1X 9NP (south side of Swinton Street) is listed as inside the zone; WC1X 9NX (north side of the street) is listed as outside the zone?

It is a strange one, entering Swinton St by turning right here

doesn't have any congestion signs.

The congestion notice is for straight ahead, on Kings cross rd, all the roads that come off Swinton St, to the left, have the congestion signage in the road.

I honestly don't know, it was my first time driving in London for a few years, so I was very vigilant for the congestion zone markings.

I was travelling from Stratford to White City following Google maps.

I would have thought that the camera for the congestion zone would catch me entering, where as this location is marking my exit from the congestion zone as you can't enter it on this junction

Is there any point in appealing as the location isn't an entrance to the congestion zone?

I think I will just appeal saying it's my first time driving in London for a long time, I thought I was hyper vigilant, and I am confused as to why the location they give is outside the congestion zone.

Do TFL re-offer the discount if the appeal fails?

You can ask for the video which they send on DVD, sadly.

Did you have a journey timeline on the satnav or phone.

If you came down Pentonville Rd and simply missed Swinton and went down Acton instead it's a mistake I think they see often and should give consideration to.

Getting the google timeline isn't easy nowadays, but looks like I may have went down Acton



Depends on how accurate google maps is whilst driving, but it does show that if I did stray into the congestion zone, it was only slightly

Yes it looks like you went down Acton. The two streets are very close and both one-way going east-west.

Draft something saying you were puzzled to receive the PCN as you were following the edge of the congestion zone along Pentonville Road to Euston Road but can see from your travel timeline you may have accidentally travelled down Acton Street instead of Swinton Street with only a minor and very brief incursion, and would they kindly exercise discretion on this occasion as you were trying to be careful having not driven in London for some time.

I have have ticket for SAME issue.  However they cannot tell me which camera or the exact location I contravened the zone. Grays inn road is a long road and some of it is NOT in congestion zone.  I believe there were roadworks that directed me in that direction   
1. I understood they HAD to give me camera name and exact location.
2. the signage on the road is not clear

On a different vain, the signage for ulez/LEZ is the same.  It says you are about to enter a Ulex/lez zone.  Should they not specify which one it is?

I am appealing and received a document the size of War and Peace!
