The continuing saga of Khans ULEZ

There has been a lot of misguided information about how to deal with these fines issued. However are Tfl excempt form the London Tribunals as several posters are getting letters from Debt collecting agencies threatening clamping and  claiming hundreds of pounds. Surley this is not allowed
On another post, the quote 'Khans rent-a-thugs'  are now not guarding the Ulez vans as the myriad of complaints to SIA about  them not havinh visible badges has finally gfot through... although the foil hat brigage were of the opinion that these were non licenced oiks  employed by TfL

It is allowed if the notices have had a charge certificate issued, followed by a registration with the Traffic Enforcement Centre.

Normally this happens if the appeals to TFL or the Tribunal are not received in time or the letters completely ignored.
