  Quick question:
  Can I park inside the loading bay for 3 hours, from 4pm to 7pm, even though I am not loading?

• No. The sign says "Loading only". If it was about parking, it would say so (there would be a "P" in a blue square)

  You can't load before 10am, between 4pm and 7pm, or after 9pm.
  
  Presumably to prevent loading during rush hour (to avoid congestion), and at antisocial times (to avoid uposetting neighbours).
