No. The sign says "Loading only". If it was about parking, it would say so (there would be a "P" in a blue square)

Surely it should be "loading only. 10am-4pm 30 minutes, and at all other times with no limit, rather than specify 7-9pm.

You can't load before 10am, between 4pm and 7pm, or after 9pm.
Presumably to prevent loading during rush hour (to avoid congestion), and at antisocial times (to avoid uposetting neighbours).
