@Incandescent!

I AM ABLE TO TAKE ON MORE CASES AS A REPRESENTATIVE AT THE LONDON TRIBUNALS. I HATE RETIREMENT.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.

Endemic problem which they fail to understand so this explains no FOIR response as they simply do not undretsand a premature charge ceriticate.

Dear Havering

Please consider the second link pertaining to Case No.: 2250453824.

According to the Respondent’s case summary :

‘The Notice of Rejection clearly states: “Remember you only have 28 days
from the service of this letter to do this and prevent a Charge Certificate
from being served.”

Therefore, the 28-day period expired on 4th September 2025, and the Charge Certificate was issued on 5th September 2025, which is compliant with the statutory process. The appellant’s calculation based on deemed service does not apply because the authority considers the date of posting as the date of service, consistent with the wording of the Notice.’

My proposed answer to this global madness:

Freedom of information request regarding Charge Certificates issued for the last year from 19th June 2025 to today

Please may I have responses to all the following questions within the statutory time period pertaining to all three legislations i.e. parking, bus lane and moving traffic enforcement?:

How many charge certificates have been issued?
How many have been paid?
How much income derived?
How many premature charge certificates issued?
How many have been paid?
How much income?
How many premature charge certificates have reached the Traffic Enforcement Centre and been rescinded?
How many have been cancelled while an appeal has been pending?
Pertaining to 8, how many have been successfully appealed at the Tribunal? (I attach a most recent case as an example)
Pertaining to 8, how many have you cancelled while an appeal has been pending and you have still pursued the appellants?
Who is responsible for the issue of these documents?

Today:

Dear Sir or Madam

It is now well over the 20 day period in which to respond. Please respond within the next three working days or I will be forced to complain to the ICO.

Regards

007

Complaint now with ICO. They are STILL issuing premature charge certificates even before the expiry of the NOR period.
