Dart charge PCN flaws?

Doesn’t relate to a specific PCN so posting here. Read in some posts here that all Dartcharge PCNs are invalid due to previous Tribunal rulings - will appreciate some further insight into this as the Pepipoo archive isn’t accessible please

also can a lease company transfer liability for a drat charge pcn similar to how they do for PCNs by London councils etc? Is the law the same so the owner is liable even if not the registered keeper. Appreciate for London PCNs most of the times council mess up the transfer somehow
