How does typically the penalty is enforced if you park your car literally for 1-2 minutes to drop your family members in following bays? Camera or human warden?

Disabled badge only
Only taxis
Loading unloading
Single lane.

On a red route, it can be either. Not on a red route, CCTV enforcement is not permitted.
