I went to a property viewing with my disabled mother who was holding a valid blue badge. There was no disabled bay in the area. The main entrance of the block was in a garden with no access for cars. The estate agent used his fob to let my car enter the block for direct access to the viewing flat by lift which was the only means of access for my mother. He escorted me to park in a space where I believed belonged to the viewing flat.
A week later, I received a parking charge notice of £60 from UKPC. I immediately appealed but failed. I want to escalate this matter to POPLA, that I was completely innocent. If I fail again, I will need to pay £100.
I emailed to the estate agent a few times but received no response at all.
Kindly see the attached parking charge notice and letter of rejection. I would like to request for advice on a resolution.
You have not attached anything. However, we need to see the Notice to Keeper (NtK) received and the exact wording you used for your appeal. Did you identify the driver, inadvertently or otherwise?
The good news is that whilst POPLA may or may not be successful, if not, then it will go to a county court claim and I can assure you with greater than 99.9% certainty that as long as you follow the advice you receive here and it is defended, it will either be struck out or discontinued.

The NtK image is too low quality for me to be able to read it, and when I double click on it I get asked to pay money.
Was the driver identified in the appeal? I’m guessing the driver was identified.
I've asked for a copy of the OP's appeal correspondence and will post it up if it's forthcoming.
The resolution of the NtK is poor and quite blurred upon zooming so I'll try and get a revised version of that too.
