Hi everyone,

Thanks in advance for your help.

I have received 2 PCN charges from "Parking Eye" from the same car park in Peterborough - Wentworth Street Peterborough.

The driver was planning on charging their car both times, plugged in, and left once fully charged.

The driver rents their car from Octopus Vehicles, who have forwarded on the parking notice in an email but no formal documentation.

Can the driver contest this?

You need to wait for a Notice to Hirer addressed to you, post it here, be clear about what other documents - if any - accompany it. The other documents are important if you’re going to be held liable here.

To be clear, you have not received anything from Parking Eye yet, have you?

No documents from Parking Eye yet - hopefully the cost of the PCN doesn't go up by the time I receive it.

If you aren't liable to pay anything, then the cost demanded by ParkingEye is irrelevant.

Once you've received something in your own name come back here for advice.

The only recipients of a PCN for a hired vehicle that have gone on to pay it, have done so out of ignorance and fear. I have yet to see a single private parking operator that has managed to issue a Notice to Hirer (NtH) that complies with PoFA to be able to hold the Hirer liable for the charge.

They rely on the recipients of these notices being low-hanging fruit on the gullible tree.

hopefully the cost of the PCN doesn't go up by the time I receive it.

Statements such as the above, are clear signs of low-hanging fruit. Hopefully, now that you are here receiving advice, you will follow it and avoid paying a penny to ParkingEye or any other unregulated private parking company in the future.

and please post the reverse of the latest notice also.
You say “letters” but have only posted a single page.

Have you read the READ THIS FIRST guide? If so, I recommend following the advice in there and using Imgur rather than uploading directly to the forum.
