I would be grateful for advice on the attached private "PCN" received in the post yesterday. The driver stopped in a car park seemingly managed by Regents Parking. They did not park the car, in the sense of parking and leaving the car park. But they did enter the car park, remain there with the car for six minutes and 49 seconds (according to the "PCN") and then leave. The driver did not understand the signage properly - it said something about the car park being enforced by CCTV. But given that they were just loitering for a few minutes while waiting on somebody and would have moved on seeing a traffic warden, they paid it little heed (first time encountering this type of signage). Big mistake. The fine is for £100, to be reduced to £60 if paid within 14 days. Is there anything to be done? They are over any five minute "cooling off" period, unfortunately. The driver is a blue badge holder, in case of assistance.
