DCBL are at it again.

A recovery notice has been received for payment for a PCN back in 2022 at shopping mall car park. The driver was simply making a delivery to a store inside the shopping mall and was no longer than 20 minutes but somehow their timings are available o view but no ANPR images provided on their website that shows the vehicle had been parked for over an hour.

With no loading bays located anywhere at this site upon entry, the only option was to park where there were available spaces in the car park. The store would not have opened their back doors as they would not be expecting a random courier attempting delivery apart from their scheduled stock delivered by a HGV or building/maintenance contractors. The driver could only make delivery via the front of the store.

Any advice/assistance with this? TIA x

The V5C would have been in date at that time and the address had not been changed when the initial PCN was received, so no changes there.

Why would they say that they had wrote to a previous address when it has not been changed on the V5C?

Does a need DRN still need to be sent if address was not changed? What happens after they receive the DRN?

Do you have any templates if a DRN still needs to be sent?

But is that your current address?  They only get one shot to ask DVLA and it will have been the one on record at the time of the incident - if this is not your current address then you need to get it updated with the parking co and DCBL.

Yes. The address is current and is on the V5C and at the time and date of when the PCN had been issued. There has not been any changes with the address.

Assume you got the original PCN then? Seems like a template letter from DCBL dragging up old cases.  You can ignore - if they send a letter of claim post back - this will have 30 days to pay.

I don't have the original PCN but I have had a rummage through some stored paperwork and I have found 2 previous letters from DCBL dated 04/05/2023 (Notice of Debt Recovery) & 31/10/2023 (Notice of Intended Legal Action).
These were posted to different address where the vehicle's V5C is not registered to, like they said in their most recent letter "We therefore utilised a tracing service which indicated your current address."

I do now remember calling the shopping mall management to ask if they can cancel the 2 PCNs but I was informed that Highview Parking no longer monitor the car park since 07/10/2023.

What's the best course of action now? RTS their Letter of Claim letter?

So just updating this and I have received 2 'final reminder' letters for 2 separate PCNs from DCBL (Highview Parking). I guess they will be sending a 'letter of claim' then?
