Re:Confusing CitiPark Parking App resulting in ticket

My daughter parked in an unfamiliar car park in Manchester City centre on 27th April. She paid £10 via the CitiPark app and got a receipt. A few weeks later she got a parking charge of £60 in the post. She appealed to CitiPark who rejected her. Although they acknowledged that she paid the parking for the opposite car park. The thing that’s caused the confusion is the CitiPark app. When you go to pay it uses GPS to track your location. As Ducie Street and Dale Street car park are next to each other I’m guessing it depends where you park in the car park. She was at the back end quite close to the Ducie Street car park so it came up first. I have looked on google and this has happened to a number of other drivers so they are well aware it’s an issue. A couple had taken it to POPLA and one got overturned and the other was upheld. Not sure what to do. If we appeal to POPLA the fine automatically goes up to £100 if you loose. Any advice appreciated thanks.

Welcome. You will need to show us the Notice to Keeper (NtK) that has been sent to the registered keeper of the vehicle.

No "fine" has been issued. What has been received is a speculative invoice from an unregulated private parking company for an alleged breach of contract by the driver. If you can find the word "fine" anywhere on the correspondence, I will give you £100 for each occurrence.

Also, the invoice is not for £60. It is for £100 with a 40% mugs discount if you pay it without bothering them about validity or even whether they have any legal right to pursue the Keeper.

We would need to also see the EXACT wording your daughter used in her appeal. I am assuming that she is the Keeper to whom the NtK is addressed? Also show us the appeal rejection letter.

Sorry technophobe. They say the name is on the signs but she said it’s not at the front where you go in and there wasn’t one near where she parked. She is not the only one to be caught.

Will add her appeal letter soon as I can’t get hold of her now.

If there are problems with the signs (highly likely) you or your daughter need to get some contemporaneous photos of the signs, or lack of them at the entrance and the terms signs within the car park. When you get those, show them here also.

There are several other threads on the forum involving BaySentry and CitiPark which may help you to understand the process and how appeals should be structured etc. Just do a search for CitiPark or BaySentry.

Here is the appeal. It went through a portal so only have the final draft before she sent it

I am writing to formally appeal PCN number A195722, issued on 27/04/2025 in relation to my vehicle.I would like to sincerely apologise, as I now understand that I inadvertently selected the incorrect location when paying for my parking session. Instead of selecting Dale Street, where my vehicle was parked, I mistakenly selected Ducie Street, which is located nearby. This was an honest mistake on my part and certainly not an attempt to avoid payment.I have attached a copy of my payment receipt for your reference, which confirms that a valid payment was made covering the appropriate time period. While I recognise that the responsibility to enter accurate parking details lies with me, I hope you will consider the following in support of my appeal:•A valid payment was made for a nearby location.•This was a genuine first-time error.•No financial loss was incurred as a result.Given the circumstances, I would be very grateful if you would consider cancelling the PCN as a gesture of goodwill.Yours sincerely,Katie-Jo Smith
