PCN charge, help please (grace period before parking)

Hello, I am new and a bit anxious about my parking fine.
My partner used a car park with cameras (Excel parking) in March and exceeded the grace period of 10 minutes. This is because she was dealing with our baby having an allergic reaction emergency. She eventually got her sister to make the payment over the phone for on her behalf at 11:18 which was 20 minutes late.
Excel parking have confirmed Time of entry 10:58 and exit time 12:51. She payed 2 hours from 11:18. The grace period wasn't exceeded on purpose but due to an emergency.
I opened the PCN letters late as I was away working last month but the car is registered in my name. I have contacted Excel today and they told me that they have now referred the matter to dcbl, a collection bailiffs but I cannot afford the charges of £170 or going to court. I would have to dip into the litte saving with have as things are really tight.
Please help, It is too late to appeal? What do you suggest?

It is not a "fine" so please get that notion out of your head. It is only a speculative invoice from an unregulated private parking company for an alleged breach of contract be the driver.

Please read this thread and provide a copy of the Notice to Keeper (NtK). We do not need to any reminders nor any of the useless debt collector letters.

Can you post up a copy of the PPN?
With personal detail redacted but leave dates.
Do not contact the PPC or debt collectors.
