PCN sent to wrong address after V5C changed

Hi, I'm hoping for some advice. I've received a debt collection notice for an unpaid parking fine. This was sent to my home address however I didn't receive the PCN as it was sent to a previous address. I updated my V5C in September after getting married with a new name and address. I am trying to get in touch with the DVLA about the exact date. I have copies now of the PCN, the first one was sent on the 12 Sept and the second on 11 Oct. By 11 Oct I am sure my v5c was changed. Can I challenge this on the basis that they should have used the new address then?

Regarding your V5C address, if you look on the inside page of the document, there should be an issue date in the bottom left hand corner. Alternatively, put your VRM in on the following site and it will tell you the date the last V5C was issued - https://vehicleenquiry.service.gov.uk/.

Parking companies may only access the DVLA's database once, so they wouldn't (couldn't) have enquired again before sending what I assume is a reminder. Once debt collectors are instructed, they can perform a trace, which is probably how they have now acquired your new address.

Thanks for your replies and sorry for not including all the information. Car park is Excel Parking Services. The driver validated the parking but that only applied for 3 hours and the car was parked for 3hrs 28 mins. I checked when the address on the v5c was changed and it was on 24 Sept 2024.

As Excel hold two possible addresses for you, you need to immediately send their Data Protection Officer (DPO) an Data Rectification Notice instructing them that your current address for service is [new address] and that they must erase your old address and notify you when they have done this.

You do not want them holding two possible addressed as they could simply use the one you no longer reside in to send important court documents and you end up with a CCJ by default.
